More people means we need more food, more homes, more transportation, more buildings, etc. The problem is that all these things currently rely significantly on fossil fuels to generate the energy for use and production. Furthermore, according to the United States Department of Energy (n.d.) “it is likely that the nation’s reliance on fossil fuels to power an expanding economy will actually increase over at least the next two decades even with aggressive development and deployment of new renewable and nuclear technologies.”<br>For the reason that the world is not going to stop depending on fossil fuels to fuel our economy any time in the very near future, we must have a plan to combat any negative impacts that may occur if our supply of fossil fuel diminishes. The United States Department of Energy’s Office of Fossil Energy has a few programs in place to reduce these effects. One program in place is maintaining the “Strategic Petroleum Reserve” and the “Northeast Home Heating Oil Reserve.” These two emergency stockpiles of crude oil and heating oil may be used in the event of an economic emergency if ordered by the President to be released into the market.<br>In addition to having oil reserves on hand, the United States Department of Energy’s Office of Fossil Energy is also researching and developing more fuel efficient and environmentally save fossil fuels. This office is in the process of locating and producing fossil fuels that go “beyond the reach of today’s technologies, overcome the environmental challenges of using coal, and extract clean-burning hydrogen. Convincing the fishermen to embrace this change instead of fearing the end of their employment may be difficult. Alaska, in an attempt to save their fishing jobs, refused to allow the aquaculture of salmon. As a result, Alaska lost business and jobs when other states implemented the aquaculture of salmon fishing leading to the very thing Alaska was trying to prevent…the loss of jobs.<br>Obtaining the support of NOAA towards implementation of the fish replenishment program could provide significant inroads with the fishing community. The people will want to increase the quality of life for themselves, and their families, and through the re-education provided they will know that once pollution levels fall, life expectancy rates will rise for them. I would not expect factories to receive the new policies lightly, because it will seem as a reduction in profits resulting from investment of new technologies, and a decrease in short- term production in order to keep up with pollution quotas. In time they will gain from the investments made as the new machinery will be more cost efficient, often yielding higher production rates than were possible before. This includes, addressing global warming issues and implementation of recycling of materials. These issues are highly associated with electricity use and these are properly addressed currently. <br>This electricity conservation plans needs active involvement and participation of the entire population with assistance of government and civic groups. Full understanding of the issue and putting its impacts and consequences on the awareness pf the people, so far is the most relevant plan that will be a great contributor that can make the sustainability plans successful. The entire population must understand the whole situation of why electricity conservation is very significant. A wide –based campaign such as media involvement, leaflets distribution, and integration of the issue on school curriculum needs to be implemented. Information dissemination in smaller groups needs to be well planned and reinforced. A monthly presentation highlighting the currently occurring impacts as well as the potential problems that will happen in future years needs to be planned and implemented in small community groups. This will greatly motivate the curiosity of the population in giving importance on the issue. A detailed dissemination of how each one can help in energy conservation needs active reinforcement. A move on encouragement on the use of alternative energy resources such as solar cells and wind mills needs to be well addressed. Starting in 1973, the EPA issued standards to phase out lead in the gasoline in order to reduce health risks. This resulted in the Clean Air Act Amendments of 1990 and all lead was banned in vehicle gasoline after 1995. In 1989, the EPA began requiring that during the warm summer months when ozone levels are at their highest, gasoline would need to meet special volatility standards in order to decrease the emissions from evaporation (EPA, 2008).<br> A mitigation plan to reduce the emission of greenhouse gasses and other air pollutants, would actually take into account several factors. The long term goal of the mitigation plan is to develop alternative fuel sources that would replace the traditional petroleum based products. This part of the plan will need the support of the federal government as those in the petroleum business will need to shift their resources away from petroleum and into the alternative fuels. Petroleum is still a lucrative business and the companies will need some incentive to shift their resources. This incentive could be in the form of either subsidies for working on alternative fuel projects, or fines for not pursuing the alternative fuels.<br> Another part of the mitigation plan is something that could be undertaken immediately. In July 2008 when the average annual gas price reached $4.11 per gallon of regular unleaded, the amount of driving the average American did was reduced significantly in order to save money (CNN, 2008). While behavior is influenced by monetary “penalties” such as high prices, they should also be motivated to in other ways to reduce the amount of driving they are doing. The money that they save is one benefit of driving less, but the other benefit is fewer air pollutants being put into the atmosphere.<br> The third part of the mitigation plan is the “in between” stage ...
