At this point it seems that the State of California faces a budget deficit by the end of the next fiscal year of approximately $16.5 billion. To make matters worse it appears revenues will continue to drop and a representative of a Federal District Court has tentatively ordered the state to spend about $7 billion on improving the health care system in the state prison system.

You are a budget analyst in a California State legislative budget committee and have been asked to prepare a policy brief on the budget issue for the state.

We already know the causes/problems.
Write a 2-3 page double spaced policy brief that focuses strictly on potential solutions to the budget crisis, be specific feel free to analyze/critique solutions offered by other analysts.

Recommendations should be clear, logically consistent with goals, well-reasoned, analytically sound, and supported by evidence/data.
