Another reason for the slow participation of the government in dealing with this issue could be the fact that putting strict policies in place may impede short term revenue earned from foreign trade. As many of its industries rely upon international trade in order to benefit from economies of scale this would not only be opposed by larger companies within these industries, but also affect the governments revenue.<br>In order to combat the dangerous levels of pollution I would take immediate action to lessen the current pollution rates, and devise long term solutions that would benefit the population, the economy, and the global environment. The government should put policies and laws in place which prevent factories from pumping dangerous levels of toxins in to the air. Factories should be inspected by an independent pollution specialist who will notify factories who are exceeding the set limit of pollution per day, and any companies found to be breaking this policy will immediately be fined. Fines will be issued for each act of pollution that a company has been seen to commit. Fines will be used to fund the specialist units, used to build water purifiers which will help to limit the pollutants effect on the crops, to clean the soot and ash from the streets, disposing of it properly, and to produce an effective campaign to educate the population on the dangers of breathing in the harmful air. Target rates of reduction will initially be set, which all firms must comply to. This will be decreased in stages over each industry, with the worst affected seeing the largest reductions in allowable pollutants. Targets will be set and monitored by an independent review team. Governmental factories and plants will be included in the effort to ensure they are setting a good example for others. If we used wind power, solar powered, hydroelectricity, and bio-fuels our environment would not only be cleaner but healthier as well.<br>As far as living and non-living factors go, the non-living factors are sunlight, temperature, precipitation, water, and soil. Both the sunlight and the temperatures contribute to the energy consumption. If we would use the sunlight instead of the light switches in the house as well as open the windows instead of running the air conditioner then that cuts out a tremendous amount of electricity that we use. For water, instead of using the non-renewable energy to recycle the used water or runoff, the plants can resort to using solar powered and wind powered energy instead. For the soil, resort to men farming by hand rather than machine. If we would grow our own gardens instead of running to the store for the tomatoes, we have many resources available to use that we have become lazy and gone for the easiest way out. <br>For the living factors that also contribute to energy consumption is animals (herbivores, carnivores, and omnivores), humans, and marine life. The main factor out of the three is the human life. We use the energy that is provided and thus destroys the environment a little bit at a time. These are items that we use and dispose of everyday. We all live such hurry up and got to go fast life that we do not take time to think about the consequences of what we throw away. Not only do these hazardous materials take up space in our landfills, they can create serious health problems in the future. <br> Non hazardous materials are waste products that we discard that are not a threat to our environment or ecosystem. These items include food waste, wood, paper, cardboard, aluminum and glass. These materials are not harmful to the environment, but do take up space in our landfills. All of these items can be recycled to be used again; and some of them can even earn you extra money. <br> Recycling is the first step towards reducing solid waste. When this author was a young lad of eight years old, the only means of recycling that I was aware of was the return of glass bottles. When we bought liquids in glass bottles, we could return them to the store and got a nickel for every bottle. These bottles were sent back to the packaging plant where they were sanitized and refilled with more liquid. In todays world, there are many more products that can be recycled. Plastic is one of those items. When this author was a child growing up in the late sixties and early seventies, plastic was something new. We started seeing products on the markets shelves that were in bubble plastic. We also noticed plastic rings that held six packs of beverages together.
